Bihar: बिहार सरकार ने बेतिया राज की हजारों एकड़ जमीन को अवैध कब्जे से मुक्त कराने के लिए एक बड़ा कदम उठाया है। मुख्यमंत्री Samrat Chaudhary की अध्यक्षता में कैबिनेट ने ‘राजस्व एवं भूमि सुधार विभाग नियमावली 2026’ को मंजूरी दे दी है। अब बिहार और उत्तर प्रदेश में फैली करीब 24,000 एकड़ जमीन पर सरकार का पूरा मालिकाना हक होगा और अवैध कब्जा करने वालों को हटाया जाएगा।
\nसरकार ने ‘बेतिया राज की संपत्तियों को निहित करने वाली नियमावली, 2026’ तैयार की है। इसके तहत उन लोगों को जमीन का मालिकाना हक मिलेगा जो 1 जनवरी 1986 से पहले से वहां बसे हुए हैं। लेकिन इस तारीख के बाद जिसने भी जमीन पर कब्जा किया है, उन्हें पब्लिक लैंड लॉ के तहत हटाया जाएगा। राजस्व एवं भूमि सुधार मंत्री Vijay Kumar Sinha ने साफ किया है कि सभी संपत्तियों को कानूनी प्रक्रिया के जरिए सरकार के नियंत्रण में लाया जाएगा।
\nबिहार के बाहर, खासकर उत्तर प्रदेश में स्थित संपत्तियों के लिए अलग से ‘Rules for Disposal of Property of Bettiah Raj, 2026’ बनाए गए हैं। वाराणसी में बेतिया राज की 3.159 हेक्टेयर जमीन पर UP Tourism Department को हेलीपोर्ट बनाने की अनुमति मिल गई है, हालांकि इस जमीन का मालिकाना हक बिहार के राजस्व विभाग के पास ही रहेगा। इन संपत्तियों के दावों और आपत्तियों की सुनवाई के लिए बिहार राजस्व बोर्ड के सचिव को स्पेशल ऑफिसर बनाया गया है।
\nसरकार का मकसद इन जमीनों को कब्जे से मुक्त कराकर जनता के फायदे के लिए इस्तेमाल करना है। इस जमीन पर अस्पताल, स्कूल और अन्य जरूरी बुनियादी ढांचे (infrastructure) बनाने की योजना है। इसके लिए कई प्रस्ताव पहले ही भेजे जा चुके हैं। उत्तर प्रदेश के जिलाधिकारियों को उन लोगों की राशि तय करने का काम सौंपा गया है जो वहां जमीन के मालिकाना हक की मांग कर रहे हैं।
\nजो लोग 1 जनवरी 1986 से पहले से इस जमीन पर काबिज हैं, उन्हें मालिकाना हक दिया जाएगा। इसके बाद कब्जा करने वालों को हटाया जाएगा।
\nUP की संपत्तियों के लिए अलग नियम बनाए गए हैं। वाराणसी की जमीन पर हेलीपोर्ट बनेगा, लेकिन मालिकाना हक बिहार सरकार के पास ही रहेगा।

गुरुवार सुबह के बीच आई तेज आंधी और बारिश की वजह से कई जिलों में जान-माल का नुकसान हुआ है। इस प्राकृतिक आपदा में अब तक 9 लोगों की जान जा चुकी है, जबकि कई लोग घायल हुए हैं। तेज हवाओं के कारण बिजली के खंभे गिर गए और कई जगहों पर बुनियादी ढांचे को नुकसान पहुंचा है।
\nबिहार के अलग-अलग हिस्सों से मौतों की खबर आई है। सारण, मधुबनी और दरभंगा में एक-एक व्यक्ति की मौत हुई, जबकि पटना के पास दानापुर में एक निर्माणाधीन इमारत की दीवार गिरने से दो लोगों की जान चली गई। पश्चिम चंपारण में एक व्यक्ति पेड़ गिरने से दब गया और एक अन्य हादसा ई-रिक्शा पलटने से हुआ। आपदा प्रबंधन विभाग ने 5 मौतों की पुष्टि की है, लेकिन स्थानीय रिपोर्टों में यह संख्या 9 तक बताई जा रही है।
\nमौसम विभाग (IMD) ने बिहार के 25 जिलों के लिए अलर्ट जारी किया है। इनमें से 4 जिलों के लिए ‘Orange Alert’ जारी किया गया है, जहां 60 किमी प्रति घंटे की रफ्तार से हवाएं चलने और बिजली गिरने की संभावना है। वहीं 21 जिलों में ‘Yellow Alert’ जारी किया गया है। पटना मौसम केंद्र के मुताबिक, अगले 48 घंटों में तापमान में 3 से 5 डिग्री सेल्सियस की गिरावट आ सकती है। किशनगंज जिले में भारी बारिश और तेज हवाओं का अनुमान है।
\nतेज आंधी के कारण राज्य की राजधानी पटना समेत कई शहरों में पेड़ उखड़ गए, जिससे ट्रैफिक जाम की स्थिति बनी रही और बिजली आपूर्ति बाधित हुई। ग्रामीण इलाकों में शादी-ब्याह के टेंट उखड़ गए और एक पीपा पुल टूटकर तीन हिस्सों में बंट गया। मौसम विभाग ने लोगों को सतर्क रहने और आधिकारिक अपडेट्स पर नजर रखने की सलाह दी है। यह खराब मौसम 3 मई 2026 तक जारी रह सकता है।
\nIMD ने बिहार के कुल 25 जिलों में अलर्ट जारी किया है, जिसमें 4 जिलों के लिए Orange Alert और 21 जिलों के लिए Yellow Alert दिया गया है।

\nयह एयरपोर्ट लगभग 931 एकड़ जमीन पर शुरू में विकसित किया जाएगा, लेकिन भविष्य की जरूरतों को देखते हुए कुल 3064.039 एकड़ जमीन का प्रस्ताव है। यहां 4 किलोमीटर से ज्यादा लंबा रनवे बनाया जाएगा, जिससे बड़े विमान आसानी से उतर और उड़ान भर सकेंगे। इस प्रोजेक्ट के लिए RITES Limited को DPR तैयार करने का काम दिया गया है और सरकार का लक्ष्य इसे 2030 तक पूरा करना है।
\nबिहार सरकार के नागरिक उड्डयन विभाग ने डीपीआर कंसल्टेंट के चयन के लिए निविदाएं जारी की हैं। जमीन अधिग्रहण के लिए राज्य मंत्रिपरिषद ने 472.72 करोड़ रुपये की मंजूरी दी है। जिलाधिकारी डॉ. नवल किशोर चौधरी ने मसदी, नोनसर, राजगंज, कसवा, सूजापुर और मंझली जैसे गांवों में जमीन की खरीद-बिक्री पर रोक लगा दी है ताकि अधिग्रहण में आसानी हो। हालांकि, कुछ किसानों द्वारा इस प्रक्रिया का विरोध भी किया जा रहा है।
